I've been trying something like this on my brand new mesmer and i have to say it feels a bit clunky. This could be just down to my inexperience as playing as a mesmer, or maybe my playing style.

Signet of Sorrow is immensely unreliable. You'll use it once, maybe twice in most fights.
Only in really clustered areas will the condition be reliably met.

Even though Keystone build somewhat works now, I still don't see much incentive to go with it compared to the other buffed elites.
My PI, Panic, Stolen Speed, etc. builds, are still more powerful. Maybe for survivor mesmer who needs the extra armor from artificer insignia but other than that, I dont see much advantage for this over the other builds, other than being gimmicky.

Keystone is alright for bonding w blessed sig, though I'm not too fond of it.
Anyway, here's the build I use with a modified arkfenway:

For optionals, I generally use ether sig or castigation sig- but if you don't have a necro on your team with enfeebling blood I'd reccomend "you are all weaklings!"
This build makes h/h hm a joke.

I was playing around with a mesmer signet build, and it seems like Keystone Signet + Signet of Corruption was giving a splinter-barrage effect. Can someone confirm this? If so, it seem like Necro might be the clear secondary profession choice here...

Skills: Signet of Clumsiness, Tryptophan Signet, Unnatural Signet, Signet of Corruption, Signet of Weariness, Symbolic Celerity, Mantra of Inscriptions, Keystone Signet
It seems pretty powerful. Not quite as powerful as some new non-signet based builds I've come up with since the update, but still decent enough to be able to play around with for fun and not feel useless in a team.

Off course it is, even with just SoLS and Signet of Sorrow, signets with a short or no recharge will leave some room on the skillbar for other stuff - and something to burn all the unused energy on.

It appears that Sig of corruption does NOT have a splinter barrage effect. The target just takes the damage from sig of corruption while all adjacent targets take the damage from sig of corruption + that from keystone.

What would be the point in having SoLS?
As for Signet of Sorrow, it just seems to inconsistent to warrent using it over the smiting signets.
Mind Wrack does activate on signets and its a nice way to add some bonus damage to the target since keystone only adds damage to adjacent foes and not to the target. As a side benefit, mind wrack activates the bonuses for Unnatural and Sig of distraction. I came up with:
Keystone Signet
Sig of Clumsiness
Unnatural Signet
Signet of Distraction
Bane Signet
Mind Wrack
Symbolic clerity
mantra of inscriptions
Im still stumped on whether to use Bane signet or Signet of Sorrows though. On one hand, signet of sorrows is inconsistent and bane sig causes KD. On the other, Sig of Sorrows does a lot more base damage and can be spammed for a ton of damage should the condition be met.

Oh, I know. What I said was that it doesnt have a Splinter Barrage effect, where the damage from keystone sig activates again on all of the foes that sig of corruption damages
